JANUARY PUBLIC SAFETY MEETING

58 people attended this month’s meeting, including several public officials and community leaders from around the city.

Midtown Mini-Precinct

Lt. McGee announced that the Miditown Mini-Precinct gave us some quick numbers on their activity in Midtown for the month leading up to the safety

meeting:

  • 66 arrests
  • 39 road blocks
  • 1246 calls for service
  • 1051 directed patrols
  • 24 field interviews

He also highlighted our chronic recidivist problem using two people arrested
in the Midtown area. A subject arrested for auto theft on Monroe Circle had 43 prior convictions, while another individual caught breaking into cars in Midtown had 27 convictions leading up his arrest.

Lt. McGee also talked about a church group causing disorder in a parking lot
outside the Peachtree Pine “shelter” – APD officials met with Anita Beaty, who agreed that the food should be distributed from inside the building. APD also discussed litter and other street issues with her. This is the first we have heard of Peachtree Pine cooperating with the community on major concerns.

Lt. McGee brought Officer Esquilin, APD’s Midtown Liaison, to the safety meeting,. Officer Esquilin’s crime suppression tasks include patrolling selected areas with patterns of criminal and nuisance activity. He also assists area shopping centers combating long-standing issues such as aggressive panhandling and loitering. He also speaks Spanish, and will assist APD greatly in dealing with the day laborers on Ponce.

Community prosecutor

Sharla Jackson gave us an update on Ricky Love. A date has been set for his probation revocation hearing (9am on January 29th, in courtroom 5E). We hope this will be the last we will have to deal with him.

Tentatively, this year’s court watch training is scheduled for a Saturday in March. We encourage Midtowners to participate, as this is among our most critical strategies toward a safer neighborhood.

Recent Robbery Victim

The victim of the 5th Street robbery shared her story – previously reported in Eye on Midtown (week two). Two black males robbed the couple on a Tuesday evening as they walked their dogs. They captured a tag number, but the vehicle turned out to be stolen when police ran it.

MPSA Patrol report from Sgt. Cooper

Sgt. Cooper noted that the MPSA Patrol assisted with 32 calls via 911, took 14 calls directly from MPSA members involving situations or suspicious individuals, and made 13 arrests in the month leading up to the safety meeting.

Sgt. Cooper also stresses that when you make a 911 call, please leave that line open until police arrive – they may need to call you back for more information.

MPSA recently changed the procedure for handling out-of-town requests. We have disconnected the vacation request line and ask members to instead send an e-mail to info@midtownponce.org with name and address, duration of absence, and whether petsitters, yardmen, etc., should be on the property, and emergency contact numbers. In the age of blackberries and iPhones, e-mail is a much more efficient way to handle these requests. The patrol hotline remains active (published for members only).

Atlantans Together Against Crime (ATAC)

Kyle Keyser, who was recently robbed at gunpoint at the Pizza Hut at North Avenue & Boulevard, spoke about his efforts toward safer neighborhoods in Atlanta. In response to the senseless murder of the bartender at the Standard, he and some others formed a group known as Atlantans Together Against Crime & Cutbacks (since the safety meeting they have dropped “& Cutbacks” from the name).

Next month’s meeting

Next month we will have Atlanta City Councilman Kwanza Hall and Major Williams of APD Zone 5 to discuss the Clean Car Campaign. The police spend so much time dealing with car break-ins, a highly preventable problem. Police often take reports for people, who for the third time or more, had a laptop, duffle bag, GPS device, etc stolen after leaving it in plain view. If we could eliminate a lot of the silly stuff, as Kwanza Hall’s legislative assistant called it, we could make a difference. Many people have their cars broken into over 75 cents tollway change left on the console…

HOMELESS CENSUS NEEDS MANY VOLUNTEERS

The Metro Atlanta Tri-Jurisdictional Collaborative on Homelessness (Tri-J) will conduct the annual homeless census on the night of January 22nd at 11:30pm until 5:30am on the morning of January 23rd. They need many volunteers to assist them. Volunteers will report at 11:30pm, with training at Midnight, and deployment to assigned areas at 1am. Each team will work until around 5am.

The Federal government requires this annual count to determine funding for local service providers, transitional & permanent housing, and supportive services. The information from this count also helps various parties understand the scope of homelessness and measure the success of local efforts.

The organization coordinating the count works in partnership with the Atlanta Gateway Center. Those wishing to participate should contact Josie Parker at Pathways Community Network (josie.parker@pcni.org).

HOW CRIMINALS THINK

We received a chain mail with very realistic scenarios (edited).

Somebody, somewhere, had their car broken into while attending a sporting event. The thieves stole, among other things, a garage door remote control and a GPS device prominently mounted on the dashboard. The thieves used the device to navigate to the victim’s home pre-programmed as a favorite destination. The victims later found their home had been ransacked. Alternately, criminals can take advantage of insurance and registration cards in the glove compartment, and glean information from obituaries.

In another supposed incident, a victim had her cell phone stolen, and had some habit of noting the relationship of the people in her cell phone. The thief sent a text message to her husband asking for the PIN number for their bank account. Her husband fell for this and replied with the PIN number. Needless to say, the thieves cleaned out their bank account. While we encourage marking emergency numbers (you should have one entered as “ICE” (In case of emergency), you should never send sensitive information by way of text messages.

Night time home break (1/15/09) – Be on the look out. We were broken into last night while we are all at home asleep, including the dog who was upstairs and it appears firmly ensconced in the arms of Morpheus.

Somewhere between around 12:30 and 6:00 in the morning, someone broke in by forcing a small kitchen window that looked like it was locked (but unfortunately, was not) they managed to get the screen and the storm window up without breaking them, got the window open, and came in and went out through the same window leaving everything else locked and untouched. They removed a window box to facilitate entry but took it off and out it down on the porch without making much noise or I would have heard it.

The thief stole the lap top that was on the kitchen counter, the laptop bag and my purse and left everything else where it was.

The police came this morning when we called 911 but said that they found no usable fingerprints. The officer told me that it was clearly at cat burglar as the entire thing was quick and quiet. The thief even closed the window when they left, when I woke up this morning, it took me awhile to figure out that we had been robbed and then longer to figure out how they got in, the window was open just a crack.

Good luck and stay safe. If anyone sees a black leather purse, messenger bag style, (fossil brand) dumped anywhere let us know, I would love to at least get my calender back with all the phone numbers or my cell phone).

Update & meeting reminder 1/12/2009

Package theft, new advocacy group, Ricky Love, this evening’s safety meeting, & latest media coverage. 

PACKAGE THEFT: Reports of package thefts are proliferating in Midtown, Virginia Highland, and elsewhere. A UPS deliveryman told a Midtowner that 3 people reported packages stolen on Seal Place alone. This is probably just the tip of the iceberg. 

ATACC – Atlantans Together Against Crime & Cutbacks: The victim of  the mugging highlighted in the Creative Loafing article started an organization called Atlantans Together Against Crime & Cutbacks (ATACC) and a fast-growing Facebook group to go along with it. They are planning monthly rallies, with a different neighborhood selected each month. 

RICKY LOVE CAPTURED: Ricky Love, who for many years terrorized the community and brutally assaulted a woman on Peachtree in 2006, has been captured. We last reported that his December 24th  Municipal Court hearing was postponed because of a psychotic episode in the holding area. At some point since then, Fulton Superior Court issued a warrant for violating the terms of his suspended sentence (banishment from Fulton County). An APD officer spotted Ricky Love and served the arrest warrant. Sgt. Cooper, our patrol coordinator, played an instrumental role by making sure that MPSA Patrol officers, area beat officers, and Midtown Blue had copies of the warrant handy. The Fulton Sheriff website shows Ricky Love as being in jail as of this e-blast. We will announce a court watch date as soon as we receive details from our community prosecutor.

Creative Loafing ran an article about crime trends around intown neighborhoods. The article highlights a gentleman who was robbed at gunpoint at North Avenue & Boulevard. A friend of his shared his story on our Yahoo Group (linked below). The article points out a discrepancy between what city officials say, and what intowners perceive and observe. The article discusses the furlough situation, and quotes the police union president urging citizens to be more vigilant. Interesting reader comments follow the story. 

 

CRIME INCIDENTS IN THE NEIGHBORHOOD

For the last six years we have worked so hard to make our streets safer but bad situations continue to happen at an alarming rate. Meanwhile, more police officers are leaving APD and the furlough is taking more officers off of the streets. Now we are entering our low revenue producing months. As we put together this Eye on Midtown, new reports kept coming in and share them below. 

A man was shot four times in the leg at Ponce & Boulevard around 10:30pm on Saturday evening. The shooter then fled in a car, and wrecked a short time later on Parkway Drive. We do not know if the shooting victim survived. The MPSA officer was first on the scene and dealt with this incident. 

A short time later, someone was robbed on the sidewalk on Penn Avenue. Ironically, the MPSA officer had just been in that area to do a vacation check. Later on, two thugs carjacked a woman on Myrtle Street. As she was getting into her car, two black males with handguns robbed her of her car. 

In the last week, Monroe Circle experienced a rash of car thefts. Two cars were stolen from the same driveway just a few days apart. Police believe a trio of black males to be responsible for this rash of car thefts. 

Around 9pm on Tuesday evening (1/06), a couple was robbed as they were walking their dog along 5th Street. Two armed thugs approached them and demanded their valuables. The lady gave them her cell phone. The subjects then fled in a car, and the other victim managed to note the tag number. One of the suspects fired his gun back at the victims, but no one was hurt. The police responded immediately to the 911 call, and the tag number turned out to be that of a stolen car.

This may be a sign of things to come as a result of Mayor Franklin’s executive order to curtail police protection in order to balance the budget. We have shared a few reports from the community in our Mailbag section below. Criminals will inevitably take advantage of new opportunities to get away with crime sprees. Media reports and feedback from the neighborhood signal that a bad situation seems to be unfolding.

MPSA PATROL ACTIVITY – December 2008

In looking at the patrol logs, it is becoming apparent to us that the day laborer problem is growing. E-mails from the neighborhood also reflect this trend. Until recent months, the patrol handled few calls directly related to the day laborers loitering on Ponce and spilling into Old Midtown. 

  • 12/05 – Subject arrested after harassing patrons in the 200 block of 10th Street. 
  • 12/07 – MPSA member called about suspicious person on St. Charles Avenue 
  • 12/08 – Belligerent vagrant harassing people on sidewalk just outside the safety meeting 
  • 12/11 – Same belligerent vagrant locked up on 12/08 panhandled in same place – patrol told him to move on. 
  • 12/12 – Patrol assisted with a high volume of 911 calls in the neighborhood 
  • 12/14 – Patrol intercepted a burglary in progress, and locked up the subject. For unknown reasons, the charge was later reduced to battery (subject fought with police). 
  • 12/15 – Suspicious person reported to patrol hotline on St. Charles Avenue. No individual found matching description of report. 
  • 12/16 – Subject arrested for being disorderly under the influence and giving false name to police. Individual speaks little English and is believed to be a day laborer chronically loitering across from City Hall East. 
  • 12/17 – More drunk and disorderly day laborers locked up. 
  • 12/17 – Security officers at member shopping center called about a church group from Lawrenceville handing out food to street people from the parking lot. At the request of the security officers and shopping center management, the patrol issued a criminal trespass warning to the group, and urged them to coordinate with the Gateway Center on that kind of activity. 
  • 12/19 – Individual locked up for urinating blatantly in public. 
  • 12/24 – 911 call on 9th Street about suspicious person – turned out to be a neighborhood feeding cats while owner was away. 
  • 12/24 – Vagrant found camping behind 883 Penn Avenue (vacant house, abandoned construction site). 
  • 12/25 – Suspicious person snooping around in residential area investigated. Subject spoke little English and is believed to be a day laborer. 
  • 12/31 – Patrol investigated vagrants generating complaints on 10th Street. 

SPECIAL APPEAL FOR FUNDING

On Thursday, we sent out a special appeal to the membership for assistance. Crime is up, the furlough reduces police protection, and we are entering our low season financially. There are a couple things you can do to help our public safety efforts:

  • Get your neighbors to join, and/or 
  • Send an extra donation to MPSA, PO Box 7038, Atlanta 30357 or using PayPal via our website. 

Help is not on the way! Our patrol program is currently the most workable and realistic short and medium range strategy available to enhance public safety in the neighborhood.

MPSA MAILBAG: 

Sociopathic street people (12/31/2008) -

This city needs to do something about all these sociopathic dregs taking over the city. I used to think nothing of it, but now they are becoming more aggressive. I have lived in town for ten years, and I have never seen the homeless problem so bad. 

Two days ago when I went shopping at Ansley Mall, an aggressive panhandler approached me and my five year old niece asking for money. When I politely refused, he became angry but walked away. As he walked away he started yelling obscenities, causing my niece to start crying. I got her to calm down, and I thought everything would be fine.

Yesterday I had to go to Green’s on Ponce to get some Champagne for this evening. I left my niece in the car to go get the Champagne only to come back and find another homeless man at the window of my car. He was making faces, showing his hideous teeth, and threatening gestures at my niece, slapping on the window, and scaring my niece to death. My niece was crying hysterically and this vagrant was laughing. I gave the bum a piece of my mind and he just laughed and walked away. My niece cried hysterically, and had nightmares last night. 

Today, I thought my niece was better but then she looked out the window and saw a vagrant urinating on the side of my house. I went outside to tell him to leave, and he became angry. And he stank to high hell! Again she starting crying hysterically and even two hours later she is still shaken. My mom will come get her this evening, but she wants to go now. 

Enough is enough! It is high time to get rid of the sociopathic vagrants! The vagrants used to be down and out, but now they are serial rapists and psychopaths. I used to be in favor of gun control, but now I am about to buy a gun because I do not know how long it will be before one comes crashing into my house. Nobody feels safe any more anywhere. 

Vagrant sleeping in car -

[Background info: a resident in one of the condo buildings found a vagrant sleeping in the back seat of her car. The subject took advantage of a malfunctioning gate] Closer inspection proved sickening. My car needed a biohazard scrub down to clean out what this apparently-ill person left behind — $99.00 for a full disinfecting and fumigation. I could have rented him a room at the W for that. I had to trash my best umbrella and other possessions that were contaminated with crud you step over on a sidewalk. Sorry for too much information, but that’s the raw reality of dealing with even a small incident like this. Be sure to LOCK YOUR CAR!

Surge in crime incidents near Chas Allen & 5th -

I just wanted to let you know of an increase in problems at the intersection of Charles Allen Drive and 4th street . Last Friday (January 2) I witnessed a prowler in my next door neighbor’s back yard as he was crawling around and acting extremely suspicious and trying to hide from me. I screamed and yelled at him and scared him off as well as called 911. Last night, I was witness to a man stealing someone’s bicycle and then the bicycle owner pulling up in a car and then a subsequent fistfight and loud yelling in the middle of the street.

I have lived at this corner for almost 5 years now and am seeing the number of problems and sketchy foot-traffic dramatically increase lately and the above 2 examples are only from the last 5 days. It seems that most of the problems are coming from the housing units next door to Taco Bell [MPSA NOTE: Bedford Pine buildings at PDL & Parkway Drive] at the intersection of Ponce and also extending up to. If there is any way to convince the APD that this area is truly in DESPRETE need of enforcement please send me your thoughts. I would love to help out as much as possible since I feel that am in more and more danger every single day.

Bike stolen from front porch -

Sometime last night [into 1/07], my husband’s bike was stolen from our front porch (upper Myrtle Street). The lock was cut with a hacksaw or cable cutters. It’s a men’s black Trek mountain bike, about 14 years old, with a worn black seat, and a brace on the back (used for a toddler seat). It was a $400-600 bike way back when. They either lifted it over the railing, or they walked it down the porch to the front steps and down the front steps. Let me know if you find an abandoned bike anywhere. It was still a great bike, so we’d love to get it back.

Prostitution activity at 3rd & Piedmont -

I feel this is one of the worse crime areas in south Midtown, and the activities which occur at night deter me from frequenting Midtown restaurants and bars as I am concerned for my safety walking home. (and I’m sure if they are deterring me, they are for others too). I’ve made several calls to the Atlanta Police Department about the prostitution and paraphernalia frequently found on this block but I haven’t seen any improvement. 

One recent example of the severity happened this past weekend. Around 1 AM I was taking out my dog when I witnessed 3 separate prostitutes step into cars cruising on 3rd Street within 5 minutes! I also witnessed a street fight occurring on the Piedmont side, and found drugs lying in the gutter. As well, over the past month I have noticed a substantial increase in the amount of drug paraphernalia, such as crack pipes, and used condoms lying in the street. I am concerned that this is health risk, as these items often remain lying there for days. As well, I have noticed a male circling the block at night and watching women. The past two nights I have seen him trying to hide behind objects while I walked into my building. This was at approximately 9:45 PM when I came home from Georgia State. These are only a fraction of the incidents which happen on a regular basis. 

If we could get anyone to drive down the 3rd street block between Juniper and Piedmont periodically that would be great! If not, if you have any ideas on how to increase the safety of this area, they would be much appreciated.

Clean Car Campaign

On behalf of APD, we forward to you a memorandum from Major Williams to the citizens of Zone 5, which includes Midtown. APD Zone 5 is soliciting your assistance with crime reduction by participating in the “Clean Car” campaign. The MPSA supports this initiative fully, and encourages your participation.

Greetings:

As commander for Zone 5, of the Atlanta Police Department, I welcome each of you back to your office and hope that you all enjoyed your families and a well deserved time way from the office, during the recent holidays. As business leaders, property managers, logistical solvers, and residents, I would like to take this opportunity to say thank you for your interests, initiatives, and efforts that you applied to public safety matters, here in Zone 5, during the 2008 year. The men and women of Zone 5, and our numerous police and security forces, are anxious to address crime for our community, for the 2009 year, but are not optimistic that it can be done, completely, without you and your organization’s assistance.

Therefore, I am asking for your assistance to reduce Zone 5’s crime for the 2009 year. During the 2008 year, Zone 5 was plagued by two types of incidents: Panhandling and larcenies from autos. However, larcenies from autos were not a Zone 5 matter, solely. The following data will indicate how awful those crimes plagued our city – 2007 versus 2008:

  • Zone 1: 1085 vs. 1057 = 3% increase – Northwest Atlanta
  • Zone 2: 2178 vs. 1578 = 38% increase – Buckhead
  • Zone 3: 1163 vs. 1076 = 8% increase – Southeast Atlanta
  • Zone 4: 1139 vs. 984 = 16% increase – Southwest Atlanta
  • Zone 5: 3836 vs. 3545 = 8% increase – our areas of responsibilities [Five Points, Peachttree Center, SoNo, Old Fourth Ward, Midtown, Ansley Park, Atlantic Station, Home Park]
  • Zone 6: 1885 vs. 1315 = 43% increase – East Atlanta [Cheshire Bridge Rd, Ansley Mall, Morningside, VaHi, Inman Park, Candler Park, entire Moreland Avenue corridor]
  • City: 11286 vs. 9555 = 18% increase (through 12/16/08)

As you see, these crimes affected our City tremendously and are likely to become worse, with our economy’s current state – these crimes were nearly 50% of Zone 5’s Part I crimes (Homicides, Rapes, Robberies, Aggravated Assaults, Burglaries, Larceny from Autos, Other Larcenies, and Auto Thefts). Arrests are simply not the solution, as an illustration: Zone 5 arrested 114 subjects for breaking into cars for the 2008 year. Collectively, those subjects have been arrested a grand total of 2080 times, to this point! 30 of them are still in jail, but 84 are back onto our streets. Can you believe that we arrested 28 of them, in Zone 5 alone, more than once, during the year, for these incidents!

Thus, we have to take a different approach, one that is very simple, but will require everyone’s efforts. I would like to call the effort the “Clean Car” initiative. Simply, by removing all viewable valuables from your vehicle, prior to leaving your vehicle, you will reduce the odds of your vehicle being, illegally, entered by nearly 95%! Secondly, our parking lot owners, managers, and attendants must inquire, with their customers, were all valuables removed? Additionally, we have to remind our co-workers, clients, residents, family, and friends to remove ALL items (we once had a vehicle’s window busted as a result of fifteen cents left on the console’s coin area)!

Again, this is a very simple approach, but if we remove the supply the criminal element will view the area as no longer lucrative and will take their efforts elsewhere. Our citizens can now have a greater expectation of returning to their cars, without any damages or thefts. There is no ticket or anything else to place on your vehicle – as the suspect peers into your vehicle and sees nothing inside they are likely to move on to another area.

This allows us to lower crime, minimizes insurance rates, and affords the public safety entities to address and minimize other matters for the community. Eventually, we all can enjoy the quality-of- life that downtown Atlanta was designed for, which will likely bring more conventions, businesses, and attractions to our area. Please, let us assess how beneficial this simple plan can work for us. And, unlike other initiatives and studies, this one is measurable immediately: we can assess how well we are doing, which parking lot, offices, and residents are participating, and who is not. A list will be forwarded to you monthly to allow us to assess our efforts. Moreover, as I visit your properties I will ask your employees how is the “Clean Car” campaign developing?

Lastly, I am humbled by your past efforts and partnerships. I certainly believe that if we work in unison, to curtail the criminal’s efforts, we can easily reduce their labors and show what synergy really provides!
