Potentially Dangerous Vagrant – in jail
Kenneth Lamb, the individual we requested observations on, was arrested on a warrant on Thursday evening. Since we put out the alert, a long-standing warrant was re-activated. MPSA Patrol then kept a lookout for him, and intercepted him on Monroe Drive.
Many people wrote to us about their sightings. We received reports of shout-downs with strangers, snooping on private property, and of course also some pseudo-sightings (he was confused with another Charles Manson look-alike who recently shaved his beard off – our guy still had his beard when he went to jail on Thursday evening).
He is known around the neighborhood as the “barefooted panhandler”, who gets unsuspecting subjects to go all the way home to get him a pair of shoes. He then discards the shoes, and begs for more shoes. He made it clear to an area property manager that he knows her car and when she works – a very menacing pattern of conduct.
He has a very violent criminal history (multiple convictions each for rape, aggravated assault, and robbery), and is known to be using street drugs. Having spent most of his adult life in the prison system seriously impedes his re-socialization even further. Because we are determined to ensure that nobody is hurt by this person, we will not take chances with someone of this profile.
He was wanted on a very serious charge, and we hope we can rest about him for a very long time. But the scary reality is that there are other dangerous vagrants roaming the area, and many churches and other groups really do not consider the full picture of this phenomenon when operating their “homeless” outreach efforts.

Potentially Dangerous Vagrant in Neighborhood
Last week Sgt. Cooper served a criminal trespass warning to an individual begging at some local businesses. Out of curiosity we ran his background and found that he has an extensive and violent criminal history:
- Multiple convictions each for rape, aggravated assault, and armed robbery
- Multiple convictions and arrests for possession of cocaine
We also know that he is a registered sex offender, but the sex offender registry erroneously reports him as being currently incarcerated.
He is also aggressively begging in the neighborhood, and camping in the area. While he is not known to have done anything other than aggressive panhandling in Midtown yet, his dangerous background necessitates a pre-emptive warning. Because of the abundance of “homeless” services to take advantage of, he will want to hang around for a while. We therefore want to carefully monitor this individual and take action at the first sign of major trouble.
Please tell us every time you see this guy – every little tidbit of information helps us to monitor him. We need to know how many people have seen him around.
